Register to join a village or if you are the first for that, be a kage. I will only make 10 more villages and they have to be good ideas so don't dome in here and ask for like 20...

Anyone doing that will recieve a 2 week ban.

Since there is no kage of the snow, Outairyu will search it up. Also, can you (Outairyu Kami) make the star village?

How about the Takumi village? That's important. They make the weapons for all the ninjas.

You may choose any village thats not taken and you can create a bloodline as long as its not overpowered.

Requesting for a bloodline will have to be in the bloodline registration. I guess you can be the kazekage, cause theres a vacant spot, right Outairyu Kami?
